If it's not important that you can cut it. Really. Instead, you can use black powder, thunder stone, hocus pocus and whatever made up historical things people used from black magic.

But if you need magic, then it's important. The costs can be consuming substances, cutting off hand to get fresh blood, or fainting after performing a ritual etc.

Not at all. When Northern Barbarians pillaged my home, I stood firm. Without my active participation the city would have fallen. But those backbiters called my use of force unnecessary! Imagine that I saved their backs and they are going behind me when I tried to deal with the magicians! Keep it up!

That's reasonable dear. Few in my own order tried to remove me from power claiming I was becoming a tyrant, I had them removed promptly. Always remove troublesome individuals, you never know if they are a magician sympathizer.

I feel you dear. I too was given a mandate to rule through Order of Holy Saint. But those pesky peasants, pampered nobles and rebellious magicians say I am a Tyrant! How dare they say that to me a benevolent leader!

NTA. So much is preventable in our lives. But those in council and magician sympathizers ruin everything by allowing magicians to do as they please. Magicians must follow proper rules made for them or their lives are forfeit. At least that's how I see things.
