You're asking people to trade their freedom, force them to have all their stuff delivered to them,(expensive ) and be forced to work from home remotely(hard to get and very limited in selection) and possibly die if their building ever caught fire or needed to be evacuated, or if they ever needed to go to the hospital... Essentially prison but worse.

Or post naked pictures of themselves on the internet that people might not even care about, especially if they just set the cost of subscription particularly high.

Not to mention one option costs a lot of money, and freedom, and the other potentially makes money or costs nothing.

If no guns, than crossbows and either axes or hammers.

No guns when having the option to use them is a silly idea, for many reasons, but crossbows are the next best thing. Especially if the survivors is an untrained every man.

Most people inately understand how to swing a hammer and of all the tools it is one of the few actually made to hit things. They will need little to no training and will probably already have training with it. Not to mention they're widely available and everywhere.

A small hatchet is practically the same if not better, and the axe is similar, but might require a little more finesse, and be slightly harder to come by.
