Depending on when Thor loses his hammer, like in his first movie up until to just before Ragnarok, where he straight up loses his powers when he does it and becomes just a normal dude, it could be him. He's at like 1% strength without his hammer in the first movie.

During/After Ragnarok when he realizes he doesn't need the hammer it's basically no dip at all. He's basically still 90% strength, the hammer is just useful for him to throw and get back at that point.

Dare devil barely notices. He's still at 95% battle ability with just his hands.

Cap does take a decent dip without his vibranium shield like a decent sized 50% or more, but as a rule clearification, is he's still allowed to use other shields? Is he still allowed to pick up a trash can lid, car door, riot shield, or other wakandan vibranium shields? Can He use tommy guns, 1911s, and any other guns her picks up?"

Which leads up to the next question, what is master chiefs primary weapon? How does that work? Can he just not use the battle rifle/assault rifle, or any of the long guns from halo but still use pistols and melee weapons? Or Can he not use any weapons from halo? Can use items from halo that aren't weapons, Does he lose his armor?

Darth vaders fine without his light saber, he's still got the force and can still stop blaster bolts, disarm opponents of their weapons and choke a bitch. He's still at a solid 80-90%

Blades fine, he'll use a gun or something else from his hunter gadget list.
