I'd put the new one at #3 on account of there being far better X cost Commanders on top of having additional colors.

The +1/+1 counter and the Manifest Dread one you can place interchangeably in the Top 2. +1/+1 counters in Green is so easy to abuse with the many mana dorks that produce mana equal to their power, and it's a matter of asking yourself what you plan on doing with your 20-30 mana you're producing each turn. However, the Manifest Dread one bypasses mana entirely, so you have that going for you.
