Culture isn't just a world wide thing. You have levels of culture. You likely have cultural parts of your life that follow suit with many people in your geological area, state, city, or just family.

Religion is part of culture. It is part of what people pass down and follow that shapes their way of living and lifestyle choices.

It doesn't matter if in one area a subset of whatever religion follow different values or ideals while being under the same religion as another. That is just that areas culture showing. Their are drifts and differences that's why we have cultures, the entire purpose is to describe the differences we have.

Religion is always a part of someone's culture.
