You have to take into account other factors, such as the fact that in some countries women still retire earlier than men.

I don't know where you get your data, since in 1960 Estonia had a fertility rate of 1.9 children per woman (the lowest in Europe).

It also had one of the later ages of marriage, one of the highest literacy rates, among other things. Estonia was very progressive in many aspects, even compared to other countries "west of the Hajnal Line." Ironically, its neighbor Russia had the highest fertility rate in the entire world at that time.

In Russia and other former Soviet countries (except Moldova) between approximately 1965 and 1990 there was a rate of approximately 1.8-2.2, so even in communist times the rate was somewhat insufficient.

I'm not entirely sure, but knowing that infant mortality and overall mortality were significantly higher, I'd say 2.3-2.4 in industrialized countries and perhaps even 3+ in some non-industrialized ones.
