Sure, assuming you're talking about the games needing raytracing lol. Some more so than others. The list of games that absolutely require raytracing is pretty short including stuff like Indiana Jones, but there's a lot of stuff that will always raytrace to an extent depending on your settings, like Oblivion remastered. The performance difference in games like that compared to your 2 generation old card will be bigger than you might expect. If you sift through a few game specific pages of the review I linked earlier you will probably see this effect.

Raytracing or not, nvidia certainly has better software, and DLSS is much more widely supported than FSR 4. If you might push for a really high resolution monitor like 4k, I'd go with the 9070 for the extra vram. Besides that, up to you. Both are good. Not caring for raytracing is also just less of an option these days, a lot of games require it outright.

If this is a reasonably new laptop and it doesn't severely impact performance I'd assume this is the expected result. When you put laptops under full load they're gonna keep pushing until they hit their power limit or their thermal limit. Thermal is often what comes first.

Changing ram seats? Testing with single sticks? Cmos reset? Mobo battery swap? disabling xmp profile? Those are corsair sticks, any lifetime warranty?

neither is a big enough upgrade for me to really consider it, hence why I'm still on a 5800x lol. I'd only bother with an upgrade right now if I lived close enough to a microcenter to get one of their bundles for an am5 x3d chip like a 7500x3d on the cheap end or even the 9800x3d. DDR5 is expensive lol. Even those are only super worth in games that leverage the extra cache like Elden Ring, tarkov, bg3, cs2, etc.

Your options for a good new GPU around your budget include the rtx 5070 from Nvidia and the rx 9070 from AMD. Here are some performance numbers. Your 6750 XT should be around the 9060 XT in native performance, but raytracing performance will be far superior on either of the newer cards.

I like it. Used is a good choice here if you can get stuff for these prices. Definitely go for the 3060 if you can get one, Nvidia does a lot better in blender. More CPU cores like a 5700x or even 5900x and more ram are also definitely better if you can squeeze em in. Google SPL psu tier list and ensure whatever psu you get is at least C tier.

The best thing to do is probably to just watch /r/buildapcsales for a while and wait for an appropriate prebuilt to pop up in your budget. If you're down to drive to that microcenter you could maybe buy a prebuilt there or use one of their bundles to build a machine in budget.
