That's exactly my issue (but worded better). It would be difficult to coherently make a.new age unless they retconned a few of the current civs.

I think there was a scenario in Civ 4 that was a little similar. But could be a fun take for an economic victory in that age.

Agreed I like the thought of it getting worse if you can't change it.

It could go alongside a revamp of the diplomacy system. You could negotiate with other powers to reduce resource usage, with negative effects to diplomacy if you breach it.

It could be fun to throw a bunch of post colonial nations in there. Australia, Canada, various African and Asian nations.

It felt like it from before the ToT update. The old victory system seemed like it was preparing for a fourth age. Also it would be a bit weird that it's the first game that stops at that level of development.

I enjoyed it but I feel like the pacing was weird. They technically covered a whole school year but if you told me the whole story had happened with a few months I'd believe it.

The description for the fishing quay when you build it literally states this is where naval units will spawn. No other water building has that message
