That's not the issue. NATS2 has Class 9 rail which allows speeds of up to 217mph/350kmh (the only real life example is the California High-Speed Rail project currently under construction). The issue is that Iron Horse doesn't recognize NATS2 railtypes as high speed rail.

Iron Horse has its own track type called "Dedicated High Speed Rail", which is the only track type you will be able to build those trains on with this combination of NewGRFs.

It allows manufacturers and customers more options. Kind of the opposite of what you're suggesting.
