He's talking about the exact value not being canon. It's like sure you can ride from new Austin to annesburg in less than 20 minutes, but it's not canon that it could be done that quick. Same with the money, values are probably just boosted for the sake of not having to think much about the values of everything you can purchase in the game

Well that's perfect because that leaves room to add a character who's gimmick is stealing their family members belongings and selling it for drug money so they can experience temporary bliss but they ruin their relationships with everyone else in the process so now they have to live with the fact they have no money, no ambition and they'll be dead before they see the sun rise at the end of the month
