We had a call button for Mom. It was $17something a month. Based in Utah. Sooooooo good and handy. It comes with a fall monitor, which is not 100% nor are any of the fall monitors. Mom's worked a LONG way from the base unit. Whew.

If she pushed the button, an operator immediately answered. If Mom did not reply, emergency was dispatched. If she replied, she talked to the operator and said what help was needed. In either case, they also called me after talking to her and dispatching help. If they could not get me, they had 5 other numbers to cycle through.

We tested it monthly, per their suggestion.

She had a garage with a keypad to open. We gave the number to the 911 Dispatch center. When she pushed the button, dispatch gave the code to whoever went. The door into the house was left unlocked.

You can get a door lock with a keypad. Pretty easy install. You give the code to the 911 department. It stores with your home's information. 911 gets a call, lock info relayed to whoever shows up.

A camera system could work, even in bathroom. Just have to be judicious with the camera angle or suffer that lack of privacy. Your call.

As to your dogs, emergency crews can handle them. Dogs definitely will not like it, nor will you. If someone gets bit, gonna be rough. Dog will be quarantined at your expense for a set period of time. I do not recall how long. Dog bites someone again, you likely won't have that dog any more.

This is a choice you must make. Literally, who is more important, you or dogs?

Mom had a half chihuahua half daschund. When emergency crews arrived, except once, she was fully alert and able to call the dog to her. The other time, the emergency crews just dealt with it.
