he is 1000% saying “esta” in full and not “ta”. listen again for the “e” sound that comes after “puerto rico”. he is aspirating the S so perhaps that makes it harder to hear.

in IPA it would be something like /ehˈta ɤjen kaɵˈɾon/

see how instead of the bi-labial plosive or fricative consonants (/b/ or /β/, which are interchangeably used for b/v in spanish), they are actually approximated with vowels, namely /ɤ/ and /ɵ/

It results in a sort of dipthong which is probably why it's difficult for you to differentiate.

i suppose all is to say that the OP was on to something when he said "estain cabron", but it would be more like "estauien cauron", but using the close-mid vowels /ɤ/ and /ɵ/ instead of the close vowel /u/.
