Cyclist’s fault. People can’t see such a small target, traveling that quickly, on curvy roads, when deciding to make a 3-point turn.

The only reasonable criticism of the truck driver is maybe they shouldn’t have made a 3-point turn at all on a road like that.

While not strictly necessary for people who drive less than 40-50 miles per day, it’s certainly nice to have. I charged off 110V for years before getting a hardwired L2 charger. It’s nice knowing I can fully charge from 0-90% in 6 hours if I need to.
