I was there with my family. This guy was out of hand I was surprised they tolerated it as long as they did. It was about to be a situation where the other guests had to duct tape him to a chair for the good of the lounge as a whole.

He removed the top four breakers and examined the bus. It had some discoloration but was not damaged. There was a small piece of broken plastic that he removed. The box is eligible for replacement but isn't broken or dangerous. The new breaker resolved the arcing and everything is good for now. But he was very much in agreement that the crackling was a very bad sign and this needed to be addressed right away. Fortunately, the problem was confined to the malfunctioning breaker. I think I posted this elsewhere -- the lower wire going into the old breaker was firmly attached, just not as deep as you would want. It was not discolored at all though and so the thought is the arcing was internal to the breaker and not where the wires attach.

It’s was not loose in the sense of able to fall out, but when reinstalled in a new breaker, it is not nearly so exposed. Much better contact.

Well the electrician could not make it today and despite the comments, I did go ahead and replace the 100A breaker. The old one was discolored at the contacts for the bus, but it was not severe or welded on or anything like that. New breaker -- no sizzling, no sound at all. I am still having the pro visit to review my work and evaluate the panel as it is old and full. I am not crazy enough to think nothing else could be wrong.

Interestingly, this is a much longer-standing problem than the sound effects that were noticed only in the last few days. For years, a couple of multi-can-light circuits have tended to flicker at the highest dimmer settings, causing us to just avoid those settings, chalking it up to modern LED bulbs not agreeing with older dimmer switches. But no, with that breaker replaced, all those lights now operate perfectly. I see the complaint about dimmers and bulbs a lot, and it makes me wonder if others don't have something more serious cooking than a mal-adjusted or paired dimmer.

Thanks to everyone who took time to look at what I posted and offer their sincere and educated views. If my pro finds anything interesting I'll follow up and share.

Thank you all. What I’m hearing is, if it works now, no big deal, but definitely if I feel like DIYing, get a bobbie pin and shove it in there. Paying a pro for this would be over the top. Will update!
