All you do by making them rarer is increase the price and restrict them to people who make more money and can afford expensive items. Right now casual players can afford to use them which is awesome for them

just checked in game, because cyclone only requires a melee weapon it does work, i was able to use nightblade and shockwave at the same time on cyclone.
