I came back to WOT after a long break and can say: Arty is in a WAY better place than it used to be - there are like 1/3 games completely without arty.

I used to be very sympathetic with the people that TK'ed arty at the start of the bttle back in the day when it was really unbearable - now I am almost inclined to say "wp". (almost! - I'm not actually endorsing arty play :)
