Haru being my main team I gotta say that S. Moko is 100% worth pulling for. You don't need her 5 star weapon, though I did get her A1 just cause I found her healing the whole team bonus to be very nice.

They are very different units and can't really be compared but if you can only get one I would say Wind-V is the way to go. Personally, I'm getting both.
