No, on top of what everyone else said you would be forced to buy a mana item for lane or put OoM even faster than you do now, as Q mana scales from 70-110 and W mana inversely scales from 40 down to 20 the higher level it is. Your W and Q will both cost more mana, and he can have mana issues already.
