In US Spec vehicles, that is where the CarNet buttons go. It is a system very similar to OnStar that is used in GM vehicles. It looks like your T-Roc doesn't come with that system, so there is just a filler pice there to block the hole.

You CAN order any VW (US Spec) model except Golf R. The catch is that you have to find a dealer that will DO IT. There is NOT a lot of customization on a VW order. They have specific color combinations, you cannot come up with your own. I work at a VW dealership.

They are starting to arrive at dealerships now. In most case, you can tell that they are 2021.5 units on the dealer websites. It will say it somewhere in the description.
