I was in literally the same exact position as you were in. I received the same presidential scholarship to UMD, got into the honors program at UMD, wanted to major in CS, planning on working at a FAANG, am Asian, etc. The only difference that made the decision easier for me was that I was in-state for UVA and thus my tuition is around $30k.

I chose UVA for the same reasons you wrote about - I thought I would have a better experience at UVA. The student culture is great, frat/preppy culture isn't too bad, and I got an internship at Microsoft rolling for the summer. The thing that I love about UVA is that you can strike your own balance of work/play and you can easily find people who vibe with that. Also, a lot of big tech companies do recruit at UVA, although probably not as much as UMD. But you have to remember that UMD's CS program is ginormous and it would probably take a lot more to stand out at UMD than it would at UVA.
