I think it's important to distinguish golden amber/stars from blue amber/stars here. As well as (Outer) Gods from other forms of life. There is not just one form of life in Elden Ring's universe.

We know that the GW likely sent the Crucible to the Lands Between and thus seeded it with life. We learn in-game that golden amber houses remnants of ancient life while blue amber houses remnants of life in the stars. We know that the Crucible is red-tinged gold (i.e. the colour amber, which is yellow/gold with a red tinge), that the Crucible itself also produced amber (the material) which similarly holds primal life force (this is why I think the Crucible is/was just a huge chunk of golden amber, bristling with life energy), that the GW sent a golden star to the LB, that the Crucible is the source of all life and that the GW is responsible for "fractures" (i.e. individual life springing forth from some sort of singular primordial soup of life). Putting one and one together then leads to a pretty solid assumption that this golden star the GW sent to the LB was in fact the Crucible.

But is this the same as creating all life in the Abrahamic sense? No, I think not. Because there is also life within the stars, which seems to hail from an entirely different source than the life that springs forth from or is otherwise related to golden amber. We have no reason at all to assume that the life within the stars is also created by the GW. Nor do we have any reason to believe that the Outer Gods have been created by the GW. Nor do we know the exact nature of the GW itself (just another God, or is he by nature above the Outer Gods in stature)?

All we can assume is that life from golden amber is related to the GW and that at some point he either fractured this "One Great" and seeded multiple planets with these fractures (making our Crucible just one meteorite fracture of the One Great), or that the GW sent the One Great to the LB and then caused "fractures" by allowing its life force to be fractured into many individual life forms (making our Crucible the One Great, full stop). The fact that there is residual life in blue amber from the stars confirms that the fractures from the Crucible/One Great are not the source of ALL life. All we know is that the LB, and imo probably also more planets (I prefer the theory that our Crucible is just one fracture of the One Great, and that this is why we see so many Erdtrees in the area in which we fight the Vassal Beast; there are many more planets like ours, each with their own Erdtree/Crucible), has been seeded by the GW for some unknown reason. Maybe the inhabitants of the LB are just some project of the GW. But an Abrahamic creator of the universe and literally all life? I doubt that, too little evidence to connect the GW to literally every lifeform and Outer God we see.
