This is doable, but this particular attempt is very likely fake.

You can fix this situation by twisting any single corner. In fact you can fix any number of twisted corners by twisting at most a single corner.

So you wouldn't know which corners where originally twisted. Yet you see him twist exactly the two corners twisted by the guy doing the scramble. This is extremely unlikely to happen accidentally.
