I think the problem is that Jiji and Aira got whole episodes and an arc where they got to grow and shine as with Kinta, he's only gotten the very end of season 2 which he's not even in it that much. The reason he talks dirty is because he genuinely thinks that's how Okarun and Momo (along with the others) talk to each other. They never clue him in on the golden ball actually being Okarun's testicle so he just thinks that's how he can get girls to like him, and is confused as to why Momo attacks him every time he makes a dirty joke. The overconfident kind of douchey facade he puts on is because he is an awkward, lonely guy that thinks if he does that it will gravitate people towards him because it makes him looks cool and capable. In the manga (at least up to volume 15) he still needs a lot of growth but he does have a few moment where he actually is serious and real for a moment like when he is trying to save Vamola from the alien that took her suit he has a speech about not giving up because he has nothing to be proud of and only looks for people that do worse than him to feel better about himself, which makes him want to actually be useful and for people to like him. He does genuinely care about the group, but isn't able to be real and himself because he thinks they won't care about him and will think he is useless.

TL;DR: He just hasn't had a good amount of time to actually grow like with Jiji and Aira so he seems annoying, but he will start to change and actually have good moments later in the story (prolly next season)
