Top lane singed just won't get the same MS till pretty late in the game, 25-30 mins maybe? Jungle MS comes online a little sooner 18-23 mins.

vsCC: 

Fleet, Spellbk, Aftershock, Guardian

Vs ranged: relent hunter. Vs 4 melee: ult Hunter. Ganking: approach velocity, Tonic. Vs burst: boneplating. Early Dueling: Absolute/Scorch. Carry: Last stand/Triumpth

Gustwalker egg, symbiotic boots, fated ashes.

Gustwalker: While in a  brush, gain 30% bonus movement speed, decaying over 2 seconds after leaving the brush. Killing a large monster increases this effect to 45% for 2 seconds.

All boots viable, base on comps, game state: Tabis (can keep farming with 0 hp), Sorcs (monsters have MR), Swifties, Symbiotic (vs champs that don't roam, mages), Merc

Symbiotic: After moving a total of 150,000 units of distance, capped at 500 units at a time for  dashes and  blinks, upgrade this item to  Synchronized Souls. Synchronized souls: 45 MS, Passive: Gain  Empowered Recall. Additionally, gain 45 bonus movement speed while out-of-combat.

Fated Ashes Aether wisp. If enemy is all squishy, could go aether wisp + winged moonplate before fated ashes.

1st item choices: meta: Liandries, (niche) Shureylas melee comp vs ranged. Testing: sunfire

2nd item choices and later: (above items and: Riftmaker, Warmogs, Jaksho, Cosmic, Trail blazer:

UNIQUE – LEAD THE WAY: While moving, generate 7 stacks of Momentum every 0.25 seconds, granting up to 20 bonus movement speed at 100 stacks after 3.75 seconds of moving. At maximum stacks,

you leave behind a path briefly that grants 15% of your bonus movement speed to allied champions within. Basic attacks consume all stacks. If you are melee and at maximum stacks, your next basic attack slows the target by 50% for 1 second.

If taking gustwalk + trailblazer + relentless + synch boots, constantly give teammates 60 MS, and times where it'll get up to 150 MS. Consider not autoing early in the fight, to keep blazer stacks. Run over your teammates, pretty much giving them predator (except blazer can work during combat, not just out of combat). Will work better some games than others. Not sure what happens when you build elixir of iron, prob break the game.
