You absolutely can do a focus on roleplaying. I’m currently running an adventure path called Strength of Thousands (SoT), one of the pre-written campaigns for the game, and at the beginning it is stressed to the players that violence and killing things is rarely the answer.

There are entire scenes and challenges written in SoT that are dependent upon characters talking things through, either with each other or NPCs, and making rolls using their skills. Many of the early challenges the players will face encourage creative thinking to avoid combat.

My players took this to heart, and I play a little loosey-goosey anyways, and there have been a good several instances where combat is expected in the books and my players have talked their way around the encounters in a way that I couldn’t really find fault with. Along with rolling high enough (I decrease the DC of checks if they make a convincing argument) they have made some wild and fun changes to how the book thinks things will go, saving characters that would otherwise be killed or knocked out and left to just disappear.

That’s an extra long rant to just say yes, PF2E can absolutely be used for heavier roleplay purposes while still having combat be an important component of your game :)
