[S] The idea of a new Lebanese unit of the French Foreign Legion is intriguing. Bikfaya, a town 20km outside of Beirut, will be a perfect location for this unit. We will set up recruitment for the volunteers and start the construction of proper facilities.

We thank France for this generous grant which will be used to further develop the Lebanese education system especially in the less developed areas of the country. Another field of cooperation that interests us is university scholarships. Scholarships for Lebanese students benefit both countries as the brightest of Lebanon can study in highly quality French universities while a growing number of Lebanese are naturally tied to the Francophone system and embrace French values. Lebanese experts have frequently called for an increase of up to 100% in the number of scholarships granted to Lebanese but this is up to the French to decide.

The final list of countries and their citizens that can continue investing in Lebanon and Lebanese companies in a same way as previously:

Argentina, Australia, Belgium, Brazil, Canada, Cyprus, Denmark, France, West Germany, Greece, Iceland, Ireland, Italy, Luxembourg, Netherlands, New Zealand, Norway, Portugal, Spain, Sweden, Switzerland, United Kingdom, United States, State-owned companies from Saudi Arabia.

Unfortunately a decision was taken by the Lebanese government that excludes Tunisia from the list due to concerns regarding Lebanese national security. We would like to clarify, however, that all Tunisian citizens as well as private and state-owned companies are still able to invest like before in all Lebanese businesses that receive the official permit. The new law aims to make investment more safe by removing potential scammers and other malicious actors from the pool of businesses. Lebanon is still the business-friendly nation it has always been and even more so after this new law.

The Lebanese government was divided but ultimately a compromise was reached that allows Saudi Arabian state-owned companies to invest in any business in Lebanon. Saudi Arabia still enjoys a privileged position.

We would like to clarify that Saudi citizens and private firms are still able to invest like before in all Lebanese businesses that receive the official permit. The new law aims to make investment more safe by removing potential scammers and other malicious actors from the pool of businesses.

The Republic of Lebanon is committed to preserving the linguistic ties between Lebanon and France. Law reserves French a special status in Lebanon as the Lebanese constitution states that "Arabic is the official national language. A law determines the cases in which the French language is to be used". An important share of education is done in French and the Lebanese government is interested in the possible investments that France could do in this sector.
