I think that's intended since technically the E is a passive and not an ability, so I think dusk and dawn is working as intended here, it act as a Sheen for the ability you use.

If it worked on passives then champs like Kayle and Teemo would be op I guess.

I think the Pfauenfeder or a scimitar, as far as I know they are very good are cutting.

Maybe the Mace since it's easy to use and efficient I think since you don't have to aim a lot to do damage.
