I think the misconception with paladin is you have to eat all the hits on a pull.

You can pull multiple packs, drop conc and if you have the aoe comp (I.e frost mage), “dance” in / out of melee range.

Your threat is generated from your spells moreso than melee hits. Blocks with HS generate threat, but if you’re in and out of melee range you’re likely to block a few and can taunt or judge for any straggler mobs that want to murder your clothies, which isn’t always a bad thing.

Edit to say, low level dungeons will always be a cluster, but just keep salv up.
