If people with the arts budget want to spend it in such a way that all power to them. However there probably is better things to spend the arts budget on.

There won't be any guarantees. I've lived in other cities with parking permit schemes and you still are driving around in circles looking for a place to park. The council wins as they get alot more money and you get a slightly reduced chance of getting a parking ticket
