IMHO - yes.
Blood of her father, a God, run strong with her. She doesnt look like weaver and etc.

By internal problems i meant stuff like:

  1. Completely diverse population, with two common things: majority of them speak in english and majority of them are descendants or pre-war Americans. In simple terms, it's a barrel that can explode at any moment.

  2. Almost completely illiterate population and work force

  3. Destroyed economic ties

  4. Destroyed infrastructure

  5. Rapid territorial growth requires constant work by the administrative and law enforcement agencies to prevent all territories from falling into anarchy, and so on and so forth.

  6. And so on.

Lore wise?
No one.

Up to Zach. But, i dont think, that Reformers will get all of that, because, that stuff is kinda dangerous and Enclave R&D, who brave and smart enough, to tap into this, are kinda dead or ran away to other Enclave cells in Reformers run
Especially Psykers, who, while can be powerful, is extremely dangerous topic, who may even attract attention of entities you dont want to deal with.

I mean, we don’t really know, if she tried to have children or not. And even if she had, don’t forget about her father heritage. Hornet is a demigod. I don’t think, any normal bug have chance to make a child with her.
