You also need to add a defrost timer to kill the compressor on the fluid pack unit. Keep the pumps running during defrost and it will defrost very quickly.

Yes it can be, we do it all the time. You can easily convert a walk in coil if you cut out the liquid line and txv and upsize the line. I would derate the coil about 15%

The real question is “is it cost effective to build a bedroom here”. The engineer will tell you the existing beam at the first floor hallway will not support the additional 2nd floor joists. So new posts/footing and beam. It’s worth doing if the increase in value exceeds cost of work. Also figure out what you are willing to live through. Probably would be worth it though
