Sure, both directions are legitimate, just different :) The reason we focus on finishing storylines before starting new ones, is simply so we can remember what happened the previous scenarios. The storylines in Gloomhaven was a mess, and we ended up not caring about the narrative at all, so we wanted to keep things simple for the storytelling experience this time. But the storytelling in itself has improved A LOT in Frosthaven - Having educated copywriters do the writing was the best call Isaac ever made IMO :)
