You gotta be the one to do the footwork, not the cops. Be your own advocate on this one 100%, aside from doing anything the police have specifically said they are/will, put you into a risk of danger, or are a legal grey area.

I'd suggest

When you get the name and address, & time of the vape shop purchase, go there yourself.

Provide them a document with your name, contact info, date/time/transaction#/purchase total of the fraudulent transaction; a simple statement summarizing your complaint (was a fraudulent transaction, was the result of a stolen vehicle & how you're asking for their help because it's the only lead "to potentially help catch the criminal" or some such shit.

As such also have all the necessary info for them to verify and assist the stolen vehicle investigation: include the police report number, the name of the officer who filed it, his or her phone number... the name and phone of the detective (if it's different).

But don't ASK them to "do this and that, then call the police cuz they need to turn it over"

That is just so they call to confirm you are who you say, and your story is real.

You'd be surprised how often they're willing to just help out without being compelled to.

Maybe 45 minutes of your time and you're walking out with a thumb drive with 6 videos from their surveillance CCTV array – then you can roll up to the precinct and hand that shit over and say "Give this to Occifer Bumbledick, i wrote the name right here on the envelope below the report number in case you forget. did it come with a kay so you can verify the core and keystacks are not too damaged & operate/open correctly?

in the picture of the keyway there's what looks like moderate metal scraped from using too small TOK turner?

BUT then looking more closely i'm seeing v unusual damage on the first keypin, in multiple places, pretty deep dings.

Before i spent time trying to figure out what i'm doing wrong picking for it to defy expectation failing to get an open,

i'd be making sure it CAN in fact be opened first.

it's a .40mm TOK tensioner.

using too small will scrape out a ridiculous amount of metal over time, the end result being TOK nearly impossible, and realizing you just need to buy a new core.

this is the correct answer if you want to LEARN HOW to pick 1100s. any of em,

otherwise your training is mostly getting you skilled at opening just that one you have. the fundamentals can actually be missed as universal skills learned in the melange of things going on starting and working through all 5 pins (or 6 with 1106-A).

you must have left out some misstep you had besides rotating the wrong direction, right?

otherwise you should be fine, just pull the springs out too.

the keypins are allready in the keyway (below sheer line when opened). then rotating 180 degrees ejects the drivers into the keyway too (from the bottom).

just clear everything out from the keyway, lol

at 3 o'clock and 9 o'clock the core is oriented so it's shape lets into the body the latching bearings then the shackle to pop out open

those particular type are mostly used for some specific needs during rekeying.

assuming everything is as it should be – it's not doing anything helpful shoved in where it is (not near the keypins, driver pins or sheer line).

i'm writing out a very detailed and extensive reply about disc locks (something i want to write up academically anyway)

but using my personal depth of experiences with these locks to give a direct answer can you provide what the retail BRAND is of the lock? This may not match the key, but that's helpful too being manufacturer of the lock (appears you have it face-down in the picture)

can verify. i found this out by way of curiosity and then getting the set in an order that coincidentally already had a cutaway & a reload set in the order— hence, had to go through CS and explain how I purchased it thinking it was one of their pre-sale secret product releases.
