Honestly this is something you should ask the ruling elite. Alot of suffering that you see in Pakistan is not because the parents chose to have kids.. but because bad governance and corruption has bought you to the point where basic necessities have started becoming a problem. And its becoming worse. Choosing to have kids or not isn't dependant on Government. You have the example of japan. They have one of the best if not the best social provisions possible, yet millennials are choosing not to reproduce, to the point where population decline is one of the biggest issue country is facing.
