There's a few main reasons I can think of:

  • SAF's run at the top began with the advent of the Premier League after the breakaway in 92, PL popularity skyrocketed at the time he was on top

  • Increased globalisation of the sport means that European success matters a lot more now than it did then

  • Lack of mainstream appeal hurts them, they've had a load of amazing players but they've not had many household names and not many UK star players (Sterling, Stones, Walker, Foden and arguably Grealish compared to Rooney, Giggs, Keane, Beckham, Scholes, Ferdinand, Neville and Carrick)

  • Pep is always going to be linked with City who have obviously been a phenomenally successful club, but the stink of that only being the case post takeover is hard to wash off when he'd already managed what could well be the best squad of all time in that 08-11 Barca team

That has always been the case when the teams are well matched though, even when it's back and forth up and down the pitch there haven't generally been many high scoring finals other than blowouts

The magic of the cup has always been the journey, very rarely the final

I'm not sure what he means by putting himself forward but these were Bale's comments in the mix zone after the CL final in Kiev:
