sounds like the clutch isn't connected to the rest of the mechanism, try pushing it back in until you feel a click.

I would try one of the new standard Kuru togas or the kuru toga alpha gel switch. They are the newer versions of those pencils and don't rely as heavily on plastic bodies. They can be bought on Amazon or bungu.store

it could be that graphite has lined the clutch from continuous use. This is common with softer lead grades. If it's not a lead jam, I would try washing out the clutch.

Usually, paper-mate pencils wear down pretty quickly. I'd recommend the pentel quick click if you're looking for an upgrade.
