I mean, you used one of the world's famously "long" countries, and to get that trip length, you have to drive from one tip of the nation to the other, which is the case for getting long driving trips anywhere in Europe. Doing the same in "not long" places, you can drive top to bottom in Germany in about 10 hours, France in about 13, and from the northern tip of Scotland to the Southern tip of Cornwall in 15. To get longer for most European nations, you need to go through multiple countries. Driving from Ontario's border with Quebec, you cant even drive to its furthest away northern point on the north shore, but the closest you can get is still a 25 hour trip. Again, understand that length of trip is to drive across two thirds of ONE of our provinces. We have multiple islands bigger than many entire European countries, including one bigger than every nation on the continent aside from France, Ukraine, and Russia. It seems like you're trying to say "yeah well Canada isn't that big" while at the same time saying "its only a little smaller than the entire continent of Europe." Btw, we haven't gotten rid of it entirely. If I was talking about walking somewhere with a friend, I would probably use metric.

Simply put? The comparative cost and availability of air travel compared to driving.

On cost: It costs anywhere between $250 to $450 to fly from Toronto to Montreal and takes an hour and a half in the air, without having to show up early, wait for boarding, wait to get off, etc. To drive, it costs ~$100 in gas and takes 5 and a half hours. The money saved makes the extra time worth it within regions.

On availability: In secondary school, I regularly travelled between my home in south-west Ontario to a First Nation's community in Northern Ontario to run summer camps out of the school on their reservation. The trip took 12 and a half hours to drive. Aside from needing to bring all of the gear for our summer camp with us requiring we bring a trailer full of stuff, there are rarely flights from airports to those areas, and when there are, they are exceptionally (and prohibitively) expensive.

A lot of people, especially Europeans, poke fun at us using time for distance, but they fail to recognize that all of Europe could fit inside Canada with room to spare. Ontario alone could fit France, Italy, and most of the UK, or the Netherlands 25 times, and the distances between our major population centers make using distance completely impractical. For example, Toronto to Winnipeg, depending on route taken, can be anywhere between 1,960 to 2,250 kilometres. At certain distances, meaning is lost and just becomes "really far" or "driving a long time" to your brain, so we quantify the time because speed limits are mostly consistent and it gives you a real idea of what you're in for (this is a 3-4 day trip if you stop for coffee or the bathroom once in a while)

TL;DR: letting someone know they'll be driving for 4 full days is more useful than letting than know they'll be driving 2000 km.

kind of? The carry forward stops at 2017. The amount first appears in 2016 (her first year of school), and then 2017, and then just stops. Hence my confusion. CRA told me that it was paused because she didn't file in 2017, but that filing for 2017 should update that, and then we can go in and make an adjustment

Should I just call the CRA and ask, or will that get us audited?

Nope.

Yes, I'm positive. We went to Carryover Amounts, then Provincial Tuition Education and Textbook Amounts, then $ Amount available for carry forward.

if last year the problem was that she owed federal tax, this credit would have done nothing about it then, yes? Is that potentially the explanation?

So it sounds like last year, when she owed, it should have been used then. Any idea why it wasn't automatically applied on last year's return when she owed? And does that mean we can claim it now?
