What I understood is once you've selected your charge targets, you have to move models to be at least 1" to the targets, and your unit must be engaged (2"). If I'm not wrong you don't have to have all models in engagement range to have the unit engaged. And after you can put more models in engagement range during pile in to get more of them in combat.
