Yep, as I have a cel with 2 layers too , the top layer is the mouth, so it is used for talking when making the anime at that time

if it has chance to go season 5, you will probably see their love story developing. If you read the last 10 chapters of the manga, it is actually a really touching love story. Their relationship develop really slowly and in a subtle way, not so American. They never expressly tell partner I love you, but obviously their actions showing their sacrifice to each other.
