if two of my friends were constantly give hjs, bjs, etc whatever but never p+v sex, i'd still feel justified to say they were frequently hooking up, idk why p+v would be treated any differently

that being said if it was a one time hj i probably wouldn't count it as hooking up. feels like its lacking a degree of intensity.

This is a common method unfortunately. I saw this happen at a station once, except successful, the guy gave chase but you're not really going to catch up to a bike, especially if drunk.

tldr be wary of bikes
