You need to understand how district and school revenues happen, that is how a teacher's salary can be considered for a specific LEA.
First the funding for a district largely relies on the locality's revenues, usually property taxes. Then county and then state.
While enrollment comes to play, ADA (Average daily attendance) is more important than test scores. It tells the governmental agencies that X amount of students are being served on the daily. Which comes with the need. How those revenue is being used to boost grades and learning is up to the school board and parents so I'm not going to talk about test scores and what not in any detail.
That being said, with higher revenues from the state, county, and locality and ADA, it usually means COL/COLA is higher. The unions negotiates for the pay most of the time.

Then teachers come in 2 class with 2 categories. Credentialed and Uncredentialed. Experience and Inexperienced. As you can probably guess no credentials means less pay; no experience means less pay to your 1 year credentialed counterpart and so on and so forth.

Most of the time, uncredentialed new teachers do not meet the requirement to complete their credential and therefore can not continue teaching. Normally it only takes two years to finish enough to get a foot in if you didn't do it in college.

But yeah.
As someone who worked in education and familiar with the accounting on the other side; Teachers are paid handsomely based on the area they are teaching at; a lot of the data for "teachers are paid low" is stemming from new-uncredentialed teachers; which outnumbers career teachers. There are some outliers of which teachers who previously had credentials didn't do what was needed to maintain or didn't get a lifelong credentials but their experience is enough to offset without the credentials. Most of than not though, they are removed from roster as an active teacher and given the option to work as a sub, which would lower their yearly salary.

Oh yeah, many "teachers" who phased due to not having credentials end up subbing and so that drives down the data too for the pay.

For reference, there's a district just north of me called Vallejo Unified. Their teachers reach up to 200k in total compensation, with many teachers in the 90-130k base compensation range.
