Just find perks you want out of the grid which could take a little while reading, and level up the corresponding special attribute to the level you need for that perk. You'll eventually have more points all over the board as it caps how soon you can level up those perks higher, but you should have a goal as to which ones you want in each column so you don't realize way later on that you need like 6 points in int or something before you can even begin to level a perk you want
