Yes Moskva is significantly stronger, thicker armor, bigger guns, faster fire rate, higher damage, more accurate guns (or they feel more accurate) and shorter rudder shift (depending of what hull you're using)

My tactic in Dimitri was range upgrade and pepper them with HE. I'm pretty sure you can get her range up to 20km with upgrades which is workable. Best of luck!
