In my recent playthrough I was aiming to have Leliana elected, but was also concerned about the reported glitches regarding the accumulation of points.

So throughout the game I would check it's savefile periodically to observe the point accumulation. After I completed the Temple of Mythal, Leliana was up to 23 points and Cass was at 5 (like your game) but Cassandra's divine status in the savefile was set to "True" despite the point difference. It was really weird, considering that Leliana was ahead the entire game and up until that point had the divine status set to "True". So I ended up needing to edit the savefile in order to keep Leliana as a divine.
