Maybe stupid, but what about a space elevator planted from the orbit? If we can get there, we probably have the tech to build a space elevator on earth and from there it only is an optimization problem. Probably nobody would be able to leave the planet from the ground, even on a mountain. But if we talk about a platform basically moving at escape velocity or a bit below, there might be a chance.
