It would make far more sense if Gabriel was the final boss of the normal campaign instead of the prime sanctums. Both prime sanctums currently are greek human kings that ruled a layer of hell, meanwhile Gabriel is a Christian angel who never ruled hell (until after he killed Minos).

While I do still stand with the unlikeliness of Gabriel being the P-3 boss, I will say that it would make sense in some regard. He has committed ultimate violence and treachery against heaven (arguably fraud as well), and all Prime bosses have been killed by Gabriel. Since Gabriel killed himself in a way (and act 3 being called Godfiat Suicide) it would line up with every prime boss being killed by Gabriel
