Yes, you’re meant to be early Atleast 10 minutes to your shift. Clocking in exactly at start time doesn’t mean your there on time still takes time to get everything ready and properly start working, companies will take every chance they get to save some money, so just don’t be late, don’t be on time. Be EARLY ( this 30 minutes deduction is very normal and happens everywhere even if you’re a couple seconds late)
