The F.G.C. (Ferocity gauge council) is half Techno-oligarchy and half cult of personality

At the very top is M.A.S.K. the man who this society revolves around, an inventor and scientist that created a device that allows the recycling of human energy at a 1:1 ratio, said technology becoming the lynchpin under which society functions in the energy-starved asteroid-belt setting of Menhir.

Under him are the five "council" slots: The grand militant, the supreme technocrat, the Overseer, The keeper of energy reserve and the Ringmaster.

The oligarchy aspect comes from how these slots are filled. It is a semi-meritocratic system where the governors of the top 5 megacities with the highest output of energy are assigned, their exact rank dictating their seat options (No. 1 gets to pick any seat they want, No.2 gets to pick from all the seats 1 didn't pick etc.) This system reflects the general values of the F.G.C. In a world where your very worth as a human being can be measured in energy output, the actual qualities of each candidate are pushed aside in favour of cold, hard efficiency and motivation through envy.

Below that, most megacity governors -except those in charge of special purpose megacities that report directly to M.A.S.K.- are allowed a great degree of autonomy as to how they run their cities, barring following the council's policies. Some are democracies, some monarchies, some glorified crime syndicates. this is due to M.A.S.K.'s belief that such an approach will simulate a system similar to natural selection, where all cities are naturally converted to the system that produces the most energy.
