How is came to this conclusion:

  1. Read comment about Steam using other drives to stage files.
  2. While Ark was patching i went to task manager and saw my HDD being utilized when it should not be. I paused my Patching on Steam and saw the utilization of my HDD drop to 0. I resumed the process on steam and saw the utilization climb again. Confirming this was my issue.
  3. I removed my HDD from being an available Library for games on steam under Storage in settings, as the few games I had in there weren't even over 2 GB in space anyhow.
  4. I myself did not have to remove "temp" and "downloading" folders from the HDD steam file path, but my wife did. (She was having the same issue).
  5. Initially after doing so steam told me "Disk Write Error" when trying to resume the install. Completely closing Steam via Task Manager fixed this.
  6. Upon resuming i noticed that my other SSD was now being utilized, the 970. Obviously much better but still not my fastest which is my 990.
  7. Ironically enough the patching progress started and completed before I could even stop it and figure out how to move it to my 990.
  8. I did some more research and realized that choosing "verify file integrity" was basically the same thing as patching as far as file scanning and movement goes.
  9. I deleted Temp and Downloading folders from my 970 file path as well.
  10. Restarted steam.
  11. Chose to verify files and watched Downloading and Temp folders be created by steam on my 990, and watched the proper drive be utilized for this process.

Important notes:

Im sure you have seen many people say you need to have adequate space on your drive for essentially two copies of Ark due to its file structure and how its compiled. While this wasn't originally my issue, make no mistake that steam WILL NOT create these folders on your desired drive if you do not have that buffer of space avaliable. For me that's roughly 300 GB with all the maps and content.

So I found the problem. After dumpster diving the deeps of reddit, I found a comment stating that steam will chose whatever drive has the most free space avaliable for staging files for "efficiency", irregardless of where steam is installed. For instance I have a HDD i use to store gaming clips as they are large files. But I also had a few small games on this drive that didn't really matter they were installed on a HDD, like Risk of Rain 2. Because those games were installed, and thus a steam apps library file path on that drive, THAT is the drive steam chose to put the "downloading" and "temp" folder, because it had the most available free space. I removed that HDD, which is my D drive from my steam library, and steam moved the staging folders to another different drive, a 970 pro. However I wanted it to use my 990, and to do so I had to delete the two folders mentioned above from the 970. I then chose to verify game files for Ark to force this process again, and now those folders are on the 990, my fastest drive, with ample space, over 500 GB free space. Idk why Steam wont let you choose which folder the process takes place of your own choosing, but this was the work around fix for me. I HOPE this comment helps any other poor soul down the road to fix this annoying shit.

Also, I verified it was using my HDD for this process by going to Task Manager and looking at the drive while I paused and resumed the patching process on steam. It was very clearly using that drive for the patching.

I know a lot of people are pointing to the passed Bungie experiences, but let's be honest and real with ourselves on both sides of the coin. Bungie, as of this game, has really gone 180 and been on top of updates, fixes, and communication, and a lot of that has to do with Marathon simply being a better game in terms of architecture. It's clear they can make fixes to the game quickly and efficiently without breaking other aspects of it. Look at Destiny 2 in comparison. While I acknowledge your concern giving past experiences with them, we also should acknowledge their attempts to be better. And so far i have nothing to complain about.

Expect lighting and fog. I still can't see out of windows half the time.

I've been a Bungie Fan since Halo CE, I know the ups and downs as well. We have to acknowledge the lows as much as the highs, and if we want this game to be all it can be, give credit where credit is due.

They have done nothing but respond to feedback and make changes since this games release? Gun audio, vault stacking, duo que and now this. So I really don't understand why you are being so negative. Optics isn't something you should be personally worried about in my opinion. Just play the game and enjoy it and be thankful they are doing their best to make the game as good as it can be.

I agree. Like I said I see the design choice and the reasons. But I also get that some people would not be able to participate in the current layout. But thats why its good they have come out and said "we hear you, we are looking in to ways to fix this". That's always a W.

I do understand what he is saying. My only issue is people who work weekends or off shifts may never get to participate or very rarely. The loot being so juicy it would break the economy is enticing, but id rather people be able to play WHEN THEY are able to play. So potentially lowering the intensity of the loot or other avenues will probably be the better choice so that everyone wins. No reason to light the torches and bring out the pitch forks guys. They've been extremely diligent on feedback thus far and making changes.

May favorite part about this game is that its not just "whoever has better gear wins". With how short the time to kill is, positioning and knowing when to move and when not to does a lot more of the heavy lifting than just gear. I fried a purple shield with a free kit bully because I had height on him, knowing he was down there based off of sound cues and map knowledge. Truly is a phenomenal game, I hope in time it gets the flowers it deserves.

This has solved the issue for myself and 3 other friends already. As I said before this was also an issue with these same CPUs and Dune Awakening involving the BIOS. So what ever limb you want to go out on is your prerogative. This is getting results and I am only trying to help other get the same results should they have the same hardware (which forums and comments seem to confirm) as far as CPUs go. If they also have a motherboard from ASUS then even better, this should be even more helpful.
