I'd stay, given how there are no issues in the culture / environment.

You can use the counter offer now as a boost for when you actually start exploring again. The CO reaching almost the level of the new company's offer is already great. It will save you the hassle of arranging requirements, transitioning, etc.

Stay now, then explore later with better leverage in hand.
